Impact analysis helps to achieve goals

Impact analyses have been carried out for a long time in tenders conducted by Hansel for its customers. In 2025, they were also introduced in our customers’ minicompetitions, which are carried out within joint procurements.

In 2025, a total of five impact analyses were carried out in MinikisaPlus competitions of the Cleaning Services 2021-2027 and Catering Services 2025 – dynamic procurement systems. We defined a “basic level of impact” for these joint procurements, based on the matters required in joint procurement.

The customer can set additional requirements related to responsibility, cost savings, product or service quality and innovation in the minicompetition if they wish, making it possible to enhance the impact targets of procurement. We prepared examples of measures that can increase the impact of procurement from the basic level for the joint procurement of cleaning services and catering services.

Case: Prison and Probation Service of Finland’s cleaning services

The Prison and Probation Service of Finland tendered cleaning services within Hansel’s DPS as a MinikisaPlus assignment, and we also carried out an impact analysis together. The Prison and Probation Service of Finland’s starting points for assessing the impact of the Act on Public Procurement and Concession Contracts were excellent, as the significance of the impact of procurement had been highlighted in the organisation for some time. In addition, high cost-saving pressures and internal organisational change created a need to harmonise contract management.

The impact targets were defined together with Hansel’s experts and, after the tendering procedure, their realisation was evaluated. As a result, significant cost savings were achieved and the requirements and quality levels of the service package were harmonised and contract management was developed. In addition, the customer learned valuable lessons for developing their own procurement processes. The open attitude, high motivation and good commitment of the Prison and Probation Service of Finland’s experts to carrying out the impact analysis made it possible to achieve significant added value.

 

What is an impact analysis?

An impact analysis increases understanding of the impact of procurement and the achievement of objectives. The analysis of minicompetitions helps to identify the added value created by the use of joint procurement and makes visible at the practical level how the procurements promote the organisation’s strategic goals and creates positive impacts.

Impact is measured twice during the tendering process: first, impact targets are set for procurement and, after the tendering process has ended, the benefits achieved are assessed. Impact analysis is a tool that requires the customer’s active contribution to identify the current state and goals of the organisation and to set strategic goals.

The impact analysis process is relatively light, but the significance of the tendered contract and the targets set for it can be major for the organisation and society. Targets can be set to pursue various tangible benefits, such as cost savings, harmonising processes, improving the service level and quality and developing contract management. In addition, the impact analysis helps to critically assess what could be done differently in procurement in order to better take impact into account in the future.
